Orange County Recovers Program Provides Grants to Eligible Homeowners with Hurricane Ian Damage

With the recent arrival of federal funding, Orange County government launched the Orange County Recovers Program (OCRP) to provide housing assistance to eligible single-family homeowners affected by Hurricane Ian (September 2022) and still have remaining damage. OCRP allows low-to-moderate-income homeowners with unresolved damage from Hurricane Ian to apply online for grants to repair, reconstruct, or replace single-family homes. 

The Application portal opened on March 5, 2025, and will be ongoing until the $35 million budget is fully committed or exhausted.

This Orange County Recovers Program is available to homeowners throughout Orange County, including residents of Winter Garden.

Who is eligible to apply for Orange County Recovers? 

Orange County residents are eligible if they owned and occupied their property at the time of Hurricane Ian and still own the property. Eligible residents must have documented and unrepaired damage from Hurricane Ian and must be of low-to-moderate income, earning below 80% of the Area Median Income. 

What documents are required to apply through Orange County Recovers?

1. Valid ID 

2. Income documentation for the household 

3. Proof of ownership 

4. Proof of disability (if applicable) 

5. Mortgage and taxes in good standing 

6. Proof of damage/benefit information. Provide documentation of any claims filed for damages with insurance, FEMA, or SBA and provide any pictures of the damage. 

7. Proof of insurance for the damaged property (if applicable) 

8. Other Documentation. There may be additional documentation needed depending on unique circumstances. The case manager will make the applicant aware of any additional documents needed once the eligibility review is conducted. 

How can residents apply for funding through Orange County Recovers? 

There are two ways to apply: 

1. Visit OrangeCountyRecovers.com to start an application. 

2. Call the Orange County Recovers Customer Service Center at 321-382-3514. In-person meetings can also be scheduled via telephone. 

OCRP was designed to ensure that the housing needs of the low- to moderate income homeowners, protected classes, and vulnerable populations are addressed to the greatest extent possible. The program’s primary objective is to provide decent, safe, and sanitary housing to eligible applicants.

The Orange County Recovers Program is centrally administered by Orange County’s Department of Housing & Community Development and serves low- to moderate-income (LMI) households impacted by Hurricane Ian in Orange County and its surrounding municipalities.
