City Launches New Building Permit Online Portal - A New Account Must Be Created
The City of Winter Garden is thrilled to announce a new Building Permit online portal (BS&A Online) on the City website! The new online system is designed to streamline the permitting experience with faster processing, more flexible payment options, and a modern interface, making it easier than ever to apply for permits and manage the permitting process.

Once the BS&A Online portal is completely operational, there will be just one link to log into BS&A online and take care of all permitting-related requests.
During the transition to the new online building permit portal, payments for building permits can be made as follows:
- IN-PERSON PAYMENT: The City's building department is open to accept in-person payments via check, cash, credit / debit card, ApplePay®, GooglePay®, and bank ACH. Monday-Friday, 8:00 am - 4:30 pm. (City Hall, 300 W. Plant Street, Winter Garden, FL 34787 - 1st floor). We are pleased to now provide these additional payment options. Processing fees will apply to card transactions.
- BY-MAIL PAYMENT: A check payment may be mailed. Make checks payable to: City of Winter Garden / Check Memo: Permit Number and Mail to: City of Winter Garden, Attention: Building Department, 300 W. Plant Street, Winter Garden, FL 3478
- Please note: Once the BS&A Online portal is completely operational, credit / debit card, ApplePay®, GooglePay®, and bank ACH payment options will be accepted online through the portal.
