City Government and Operations*
The City has been working to serve you through COVID-19 and will continue to do so. All City offices are open to the public.
Effective October 1, 2020, the City will begin holding public meetings but limiting the number of people that can attend. The public will still be able to tune in remotely and are encouraged to participate.
Utility Billing*
Our Utility Billing payment office hours are 7:30 AM - 5:30 PM. Please continue to utilize our drop-boxes, pay-by-phone system (407-656-5437), or online payment system whenever possible. Remember, the City will never ask for your credit card information over the phone.
Parks & Recreation Programs*
Parks & Recreation programs are slowly re-opening as follows:
- Playgrounds and Downtown Interactive Fountain (Splash Park) are open.
- Athletic Fields are open for limited approved use.
- Recreation programs have resumed with a limited number of programs and smaller class size per COVID-19 guidelines
- Pavilions at specific parks are available to reserve/rent with capacity limits
- Rental Facilities (Tanner Hall, Little Hall and Jesse Brock) are not available for events/rentals at this time. Tentative rentals are being booked for 2021.

City-Sponsored Events*
All City-sponsored events are postponed or canceled until further notice with the exception of those listed below. The City will continue to provide updates on this page as we move forward.
Farmers Market*
The Farmers Market will remain open on Saturday from 8 am to 1 pm. Hand-washing and hand-sanitizer stations will be available for use throughout the market. Vendor booths and check out areas will be spaced out and staggered to meet social distancing requirements.
*The risk of exposure to COVID-19 exists in any public place where people are present. Accordingly, we cannot guarantee that any City of Winter Garden facilities you may visit or equipment you may use is free of the COVID-19 virus.

Face Covering Executive Order
Orange County has issued an executive order requiring that everyone wear a face covering while in a public space. Orange County is requesting voluntary compliance to keep all within the community safe. There are exemptions in certain situations, which are outlined in the Executive Order.
