The City of Winter Garden recognizes that relocating and expanding businesses have choices and opportunities throughout the county. Winter Garden has the resources to ensure your global competitiveness. Florida’s highly favorable tax climate provides advantages that make Winter Garden profitable for every type of business. Florida’s business-friendly tax codes rank 8th on the State Business Tax Climate Index (Tax Foundation, February 2006).

Florida has no income tax, no franchise tax on capital stock, no state-level property tax, no tax on business inventories, no tax on goods-in-transit for up to 180 days, no sales tax on goods manufactured or produced in Florida for export outside the state, no sales tax on purchases of raw materials incorporated in final product for resale, and no sales tax on co-generation of electricity.

The City of Winter Garden has the resources to be competitive offering state and local incentive packages. We will provide a customized package for companies that are interested in creating new opportunities and high-paying jobs for our economy.

High Impact Performance Incentive Grant

New or Expanding Business in the following sectors – Biomedical technology, financial services, silicon technology, transportation equipment manufacturing and R&D facility

  • Create at least 100 new jobs
  • R& D create at least 75 new jobs within 3 years
  • $100 million investment (R&D $75 m investment)

Grant

  • 50% of eligible grant
  • 50% once employment and capital goals are met

 

Qualified Defense Contractor Tax Refund

Conversion of defense jobs to civilian production

Acquisition of a new defense contract

Consolidation of a defense contract which resulted in 25% increase in FL employment or 80 jobs.

Refund on corporate income, sales, ad valorem, intangible and personal property

$5,000 per job created or saved

Local community where company locates must contribute 20% of total tax refund.

Capital Investment Tax Credit (CITC)

Projects designated high-impact portion of the biomedical technology, financial services, information technology, silicon technology and transportation equipment manufacturing. Create 100 jobs Minimum $25 m in capital cost

Annual Tax Credit for up to 20 years against the corporate income tax

5% of investment per year for 20 years.

 

Quick Response Training Incentives (QTI)

Provide existing businesses the training for expansion

Training Provider

Reimbursable training expenses, instructors, curriculum devilment, textbooks, materials and supplies

 

First come, first served (annual appropriation)

 

Incumbent Worker Training Program (IWT) Existing Businesses who have been in business at least one year Grant First come, first served (annual appropriation)  
Economic Development Transportation Fund

New or expanding business, new jobs, infrastructure impact

Grants $2 million for public transportation improvements  
Brownfield Incentives

Located in designated brownfield area (CRA boundaries)

Brownfield redevelopment and job creation – can be topped with QTI
Tax refunds $2,500 for each job created Local community where company locates must contribute 20% of total tax refund (locality may request waiver)
